Proposed Changes to DART Statewide Bus Service

Notice of Public Hearing Workshops

Delaware Transit Corporation will conduct Public Hearing Workshops to obtain comments on proposed changes to DART First State Statewide Bus Service to become effective December 7, 2008.

The proposal calls for (by County):

New Castle County:

  • Minor time changes, where needed, to improve on-time performance or connections with other buses or trains.
  • Route 3 - Mid-day trips would improve from 1-hour frequencies to 30-minute frequencies.
  • Route 7 - Route would be realigned to extend from Broom St. via Linden St. to the Riverfront, back to Rodney Square, discontinuing service south to King St., Amtrak Station and Walnut St.
  • Route 17 - All trips between 8:30 a.m. and 3 p.m. would serve Department of Corrections, Probation and Parole's new location on Cherry Lane and discontinue service to Zenith Corporation.
  • Route 27 - Unproductive route would be eliminated due to low ridership and resources would be reallocated.
  • Route 33 - Sunday service would be adjusted from 60-minute frequencies to 90-minute frequencies to maintain on-time performance while continuing to serve the key destinations, reducing the existing 9 trips to 6 trips daily.
  • Route 45 - New Route - Implement new route between Odessa and Wilmington operating 4 one-way trips to alleviate overcrowding on Intercounty Route 301. Northbound trips from Odessa: 6:10 a.m., 6:55 a.m.; Southbound trips from Wilmington: 4:10 p.m., 4:40 p.m. Fare would be a 2-zone fare of $2.30 between Odessa and Wilmington; 1-zone fare of $1.15 between Odessa and Boyds Corner.
Kent County:
  • No proposed changes.
Sussex County:
  • No proposed changes
Intercounty Service:
  • Route 301 - Implement 2 additional round trips - Northbound trips from Dover: 6:20 a.m., 5:25 p.m.; Southbound trips from Wilmington: 4:50 a.m., 3:15 p.m., and make any necessary schedule adjustments. See Rt. 45 under New Castle County for additional fixed route trips on new Route 45 between Odessa and Wilmington.
Beginning September 10, 2008, this proposal will be available for public review at most libraries, state service centers and at the reception desks of DART First State offices and the DelDOT Administration Building in Dover, and online at DartFirstState.com.

At the hearing, a hearing reporter will officially transcribe comments intended for the record by the public. People unable to attend may send their comments to:

The Delaware Transit Corporation has the legal authority in Delaware for initiating public transit service changes as defined in Title 2 Chapter 13 section 1309 of the Delaware Code.
